Muscatine man sentenced to 25 year prison term for sexual abuse

Today, November 8, 2012, in Muscatine County District Court, Muscatine County District Judge Mark Cleve sentenced MATTHEW ELI VILLALPANDO (DOB: 11/14/1986, of 416 W. 3rd Street, Muscatine) for the offense of Sexual Abuse in the Third Degree. VILLALPANDO had been found guilty at a jury trial in September, 2012.

The defendant had previously been adjudicated delinquent for the offense of Sexual Abuse in the Third Degree. As a result, the court sentenced the defendant to an enhanced term of not to exceed 25 years in prison. Iowa law requires him to serve 85% of the sentence before being eligible for parole. In addition the defendant will be on supervised release as if on parole for the remainder of his life.

Evidence presented to the jury showed that the defendant performed a sex act against a person who was fourteen years of age while the defendant was 23 years of age. The case was investigated by the Muscatine Police Department. The incident occurred October 30, 2010, in a residence in Muscatine.

"I am very pleased with this outcome," said Muscatine County Attorney Alan Ostergren. "The defendant is a dangerous sex offender. He had an extensive record of juvenile delinquency and adult criminal offenses. I am pleased that he will be incarcerated and unable to harm the community any longer," he added.
